AI agents should search community extensions before offering to create custom models

When a user asks an AI agent to perform a task that requires a model type not available locally, the agent should automatically search community extensions (swamp extension search) before offering to create a custom extension model or falling back to command/shell.

Current behavior: The agent jumps straight to creating a custom model or using command/shell without checking if a community extension already exists.

Expected behavior: The agent should:

  1. Check local types (swamp model type search)
  2. Search community extensions (swamp extension search)
  3. If a relevant extension exists, suggest installing it
  4. Only offer to create a custom model if nothing suitable is found

Trusted collectives config: Users should be able to configure a list of trusted collectives (e.g., @swamp, @si, @adam, @bixu) so the agent only suggests extensions from sources they trust. Extensions from untrusted collectives would be excluded from automatic suggestions, reducing the risk of installing unvetted code.

This would reduce duplicate effort and encourage reuse of community extensions. The swamp-extension-model skill already documents this flow, but agents don't always follow it unprompted.
